    Does anything get uploaded?

    No. Processing happens in your browser. Clearing the tool or leaving the page releases the working data. Downloads stay wherever you save them.

    When should I crop instead of resize?

    Crop to remove unwanted edges or change the framing. Resize to change pixel dimensions while keeping the whole image. For an upload form, crop first, check the subject is intact, then use Image Resizer if the form also specifies dimensions. A crop cannot recover pixels outside the original image.
